Aynur Yalilov, Chairman of the Association Council, is included in the management personnel reserve of the Republic of Tatarstan

The managerial personnel reserve of the Republic of Tatarstan is formed of citizens of the Russian Federation who have the necessary personal, professional and business qualities, experience of managerial activity to fill in the order established by the legislation the public positions of the Republic of Tatarstan, appointment to which and dismissal from which is carried out by the President of the Republic of Tatarstan.

The management personnel reserve of the Republic of Tatarstan can be used by local self-government bodies in the Republic of Tatarstan to empower, in accordance with the legislation, the heads of municipal districts and urban districts of the Republic of Tatarstan.

The winners were determined on the basis of:

• questionnaire data analysis, assessment of managerial experience;
• motivational interview (experts' scores);
• existing/projected demand for personnel based on priority areas in the spheres of state and municipal administration
• and other criteria.
