Salimkhan Akhmedov's article "New realities of revision of judicial acts entered into legal force on new circumstances in civil and administrative proceedings" was published in the journal "Actual Problems of Russian Law"

The article analyzes the changes in the procedural legislation (Federal Law of December 30, 2021 No. 473-FZ “On Amendments to Certain Legislative Acts of the Russian Federation”), which were relatively recently introduced into the institute for the revision of judicial acts that have entered into force, due to new and newly discovered circumstances. The author points out the fragmentation and inconsistency of ideas, mistakes made when making, in fact, a revolutionary decision on the need to provide persons who do not participate in constitutional proceedings with the right to review a previously resolved case.
According to the author, the adoption of the above changes can radically change the established, including in other legal orders, essential nature of the exceptional and extraordinary mechanism for reopening the case due to the discovery of new and newly discovered circumstances.
It is also noted how this innovation of the legislator may negatively affect the stability of judicial acts (the principle of legal certainty), which in the end may be fraught with such an important legal category as stability in civil circulation.
