On February 06, 2025, Konstantin Lushnikov, a member of the MAUK Council, Managing Partner of Prolex Law Firm, Executive Director of the Union of Lawyers in the Field of Construction and Housing and Public Utilities, became a member of the Federal Committee of OPORA RUSSIA for Construction.
The Committee is a key platform for discussing and developing solutions on topical issues of the construction industry, including legislative initiatives, the financial stability of contractors and the protection of business interests in the face of macroeconomic challenges.
At the last meeting of the Committee, the participants discussed the state of the contracting business in construction in Russia in 2024, including:
🔵 Financial stability of construction companies – despite the growth of the industry's total profit, the average profitability has decreased, and the share of unprofitable organizations has increased to 17%.
🔵 An increase in the number of bankruptcies among contractors - in 2024, the number of liquidated construction companies almost tripled.
🔵 Increasing tax burden and personnel shortage - more than 30% of construction organizations name these factors as key problems.
🔵 Forecasts for the development of the industry are the expected decrease in demand for housing by 20-25% and a reduction in the volume of new construction due to high credit rates, while the importance of infrastructure and regional projects is increasing.
The Union of Lawyers in the Field of Construction and Housing and Public Utilities, together with OPORA RUSSIA, will consolidate efforts to develop effective solutions to pressing issues in the construction industry. Interaction with the business community, industry associations and regulators will ensure a comprehensive approach to improving legal regulation and creating a sustainable business environment.
